   Summary:

An applicant dissatisfied with a decision made by the PTO may file either a petition to the Commissioner or an appeal to the Patent Trial and Appeal Board. The three rules presented in this chapter summarize petitionable disputes. These include; petitions to the Commissioner, petitions relating to questions not specifically provided for, and finally, petitions for the suspension of rules.

Many areas of the MPEP and the patent bar exam will reference the petitions listed here. Therefore it is important to understand and at least know what each petition is commonly used for.
